A spare that has to be imported is not a spare — it is a lead time. For sites where downtime is measured in hours, the parts have to be on the shelf in Vietnam.
EDPN specifies commissioning spares, 2-year and 5-year maintenance kits, and critical safety stock against your actual installed base, then holds the agreed items locally.
Kit contents are agreed in writing so that what is stocked matches what your maintenance plan will consume.
